Notarised copies and translations in a CSC application: what items 3 and 4 ask for
For the Chinese Government Scholarship, item 3 asks for a notarized photocopy of the diploma and certificate of highest education, and item 4 asks for notarized translations of academic records written in a language other than Chinese or English. Both items are conditions of that scholarship, as stated in the Application Guide for Chinese Government Scholarship. Items 3 and 4 mention no consular legalisation or apostille.
The Chinese Trade Unions Silk Road Scholarship and the MOFCOM Scholarship-CSC Program each publish their own document list. Each list words the diploma and transcript items differently, so the rules below apply to one programme at a time.
Application Guide for Chinese Government Scholarship (items 3 and 4)
Item 3 reads: "Diploma and certificate of highest education (notarized photocopy). An applicant who is a current university student shall submit the certificate of expected graduation or student status issued by his/her university;"
Item 3 names no office that performs the notarization.
Item 4 reads: "Academic records. Academic records in languages other than Chinese or English shall be attached with notarized translations in Chinese or English;"
The translation requirement in item 4 applies to academic records in a language other than Chinese or English. Items 3 and 4 mention no consular legalisation or apostille.
Chinese Trade Unions Silk Road Scholarship
Section II (List of Application Documents) of this programme's notice has two relevant items.
Item 2 reads: "Notarized highest diploma. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations."
Item 3 reads: "Academic transcripts. Transcripts in languages other than Chinese or English must be attached with notarized Chinese or English translations."
Item 2 does not say whether the notarized diploma must be a photocopy.
MOFCOM Scholarship-CSC Program
Section V (Application Documents) of this programme's notice lists the following.
Item 2 reads: "Photocopy of highest diploma;"
Item 3 reads: "Photocopy of academic transcripts;"
Neither item 2 nor item 3 contains notarization wording.
Reminder a) in section V reads: "All the documents to be submitted should be in Chinese or English. Otherwise, a notarized copy in Chinese or English is required."
Reminder b) in section V reads: "An original copy of degrees, transcripts, Foreigner Physical Examination Form and language certificates must be presented for on-site verification."

Planning suggestions
These are suggestions, not rules from the notices. Check the current notice from the same publisher before you prepare copies, because each programme notice is separate. Ask the receiving authority named in the current notice which office should perform the notarization and how the copies should be submitted.
