MOFCOM Scholarship paperwork: the document list and where the hard copies go

The MOFCOM Scholarship-CSC Program Enrollment Guide lists nine application documents in Section V. The paper set goes to the relevant department of the host government, which takes it according to that department's requirements. Where the host government allows direct submission, the permission or recommendation letter and the originals go to the Economic and Commercial Counsellor's Office (ECCO) of the Chinese Embassy in the host country.

The nine documents in Section V

The list below keeps the numbering of Section V, Application Documents (written in Chinese or English).

  1. Application Form for MOFCOM Scholarship-CSC Program. Submit it online at www.campuschina.org (click "Scholarship Application for Students") and print the hard copy. Attachment I gives more application instructions.
  2. Photocopy of highest diploma.
  3. Photocopy of academic transcripts.
  4. A Study Plan or Research Proposal, plus a resume including the educational background and working experience after high school.
  5. Two recommendation letters, including one from current employer and one from academic perspective.
  6. Photocopy of the Foreigner Physical Examination Form.
  7. Photocopy of the English proficiency certificate.
  8. Photocopy of a valid passport.
  9. Non-criminal Record Report. The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application.

Section V also contains these reminders, in its own lettering:

a) "All the documents to be submitted should be in Chinese or English. Otherwise, a notarized copy in Chinese or English is required."

b) An original copy of degrees, transcripts, Foreigner Physical Examination Form and language certificates must be presented for on-site verification.

c) Applicants will get back all the hard-copy materials, both original copies and photocopies from the ECCO of Chinese Embassy. If admitted, students must take the documents to China and submit them to the university for verification and archive.

d) Bringing spouse or other dependent for accompanying is not allowed during the students' study in China. The scholarship will not provide any related cost.

e) No explanation will be given on the enrollment result.

f) Applications without the recommendation from the ECCO of Chinese Embassy will not be considered.

Submitting offline, in the order the text gives

The offline section has two items numbered 2. The text prints the second "2" after item 2, so the order below follows the text and keeps its numbers.

Offline item 1. The applicants shall obtain the approval and recommendation from the relevant department of host country before applying for this scholarship. Afterwards, the applicants could submit application according to the requirements of above department.

Offline item 2 (direct route). For the applicants whose host government allows them to submit the application directly to the Embassy of China, please obtain the permission or recommendation letter from the host government which states that the applicant has been approved to study in China. Submit the original documents of the letter and the other application documents listed above to the ECCO of Chinese Embassy in the host country. The scanned electronic edition of the documents is needed as well. The section gives http://www.china-aibo.cn as the place to find emails and addresses of the Economic and Commercial Counsellor's Offices.

Offline item 2 (second item, numbered 2 again in the text). The responsible department of the host government shall submit a written request to the ECCO of Chinese Embassy for an official recommendation letter. The request shall clearly state:

a) Whether the applicant is willing to be considered for a similar program at other universities if the applied programs could not accept the applicant.

b) Other special requests if any.

Where and when to apply

Section II, Where & When to Apply, says: "The Economic and Commercial Counselor's Office (ECCO) of the Chinese Embassy in your country will be open for application. Please consult the application receiving authority for the deadline of each year."

So the deadline for each year comes from the application receiving authority, not from this section.

The online form (Attachment I)

Attachment I is headed "Attachment 1" in the document. It sets out eight numbered steps.

Step 1. Visit the "CSC Study in China" website and click "Scholarship Application for Students" at http://www.campuschina.org. Register an account through [CREATE AN ACCOUNT]. Log in with your account.

Step 2. Click "Edit Personal Details". Fill in all the information, verify it and save it. After this section, return to the previous page by clicking "Finish". Then start filling in your application information.

Step 3. Select Program Category "Type A". (Only for applicants of MOFCOM Scholarship-CSC Program)

Step 4. Input the Agency Number. The text reads: "Your Agency Number is: 00010." (Only for applicants of MOFCOM Scholarship-CSC Program)

Step 5. Move on to "Language Proficiency and Study Plan". Upload "Supporting Documents" as requested. Click "Submit" to complete the application. Check each part before submission.

Step 6. Once submitted, amendment cannot be made on "Personal Details" and "Application Information". Before the application is processed, the applicant can revoke it by clicking "Withdraw" and edit it. After revoking, the applicant must submit a second time after re-editing, or the application will not be processed. Once the application is processed, it cannot be revoked.

Step 7. Click "Print the Application Form" and download the form.

Step 8. Submit the scholarship application under the requirements of the dispatching authorities (or application processing agency). The text also says: "China Scholarship Council never entrust any individual or intermediary agent to process Chinese government scholarship applications." It adds: "The website below is the only official website that China Scholarship Council publishing Study in China information": http://www.campuschina.org/

Attachment I also states that "Program Category and Agency Number are directly matched, both are mandatory for online application." It says the scholarship receiving authorities (or application processing authorities) will inform the program category and agency number to candidates who are qualified. It also says "Application with incorrect Agency Number will not be processed."

The program category and agency number printed here belong to this Enrollment Guide. Use the category and number that your receiving authority gives you.

Questions people ask

Do I need the ECCO recommendation letter?

Section V, reminder f, says: "Applications without the recommendation from the ECCO of Chinese Embassy will not be considered."

Can I send my papers straight to the Chinese Embassy?

Offline item 1 says the applicant shall obtain approval and recommendation from the relevant department of host country before applying. Offline item 2 describes the direct route for applicants whose host government allows them to submit the application directly to the Embassy of China.

Can an agent handle the application for me?

Attachment I, Step 8, says that China Scholarship Council never entrusts "any individual or intermediary agent" to process Chinese government scholarship applications. It asks applicants to submit directly through the official dispatching authorities.
