ACYLS after the award: placement, confirmation and changing university

Under section 7, each applicant chooses one major and three preferred universities out of the 33 designated Chinese universities, and CSC places the applicant in one university. Section 8A says CSC reserves the right to make necessary adjustments to the preferred university and field of study. Section 8C and section 9 set out different limits on changes after the award, which are explained below.

The route before placement

Section 5 sets out the application route that comes before placement. It has three steps.

  1. Step 1: Complete the online application through CGSIS (Chinese Government Scholarship Information System) by logging in through the "Scholarship Application for Students" link on the Campus China website. Section 5 says that online submission "is compulsory for each applicant" and requires uploading all necessary supporting documents.
  2. Step 2: Prepare the application documents according to the List of Application Documents and upload them to the online system. Submit the hard copies of the application form and relevant documents to the ACYLS national focal points or the AUN Secretariat as required before the deadline. The national focal points of ASEAN Member States and the AUN Secretariat review the qualifications of all applicants and give the list of recommended recipients to the Joint Committee of the ACYLS, which decides the final recommendation list.
  3. Step 3: The Chinese Scholarship Council (CSC) "will only process the applications recommended by the Joint Committee." Applicants not on that list "will not be considered." Section 5 adds that "CSC reserves the right to make necessary adjustments to the applicants host universities."

How placement works (section 7)

Section 7 says that "Each applicant can choose one major and three preferred universities out of the 33 designated universities." It then says that CSC "will place each applicant in one university based on their choices and" the universities' requirements. Section 7 gives no order of preference among the three preferred universities.

What CSC may adjust (section 8A)

Section 8A says that qualified applications "will be sent to the candidates' preferred universities for placement by CSC." It lists the factors that CSC uses: "such as the scholarship funding requirements, the host university's teaching capacity, study length and applicants criteria." On that basis, section 8A says, CSC "reserves the right to make necessary adjustments/changes to the candidate's preferred university and field of study."

Section 8A also says that "The placement results will be confirmed by the universities." The confirmation of placement therefore comes from the universities, not from CSC alone.

Results and admission documents (section 8B)

Section 8B says: "Winners of the scholarship will receive the final results from CSC through email before 31 July." The date is printed without a year in section 8B.

Section 8B also says that "The candidates will receive the admission documents (Admission Letter and Confirmation Form for Study in China (JW201)) from the host universities." Section 8B gives no date for the admission documents.

Registration deadline (section 8D)

Section 8D says: "Scholarship will not be reserved if the scholarship recipients cannot register before the registration deadline."

Section 8 also contains a note: "Applicants must provide accurate, detailed and valid information for the 'Current Contact Information' of CGSIS."

Changing university, major or duration

Two sections address changes, and they are worded differently. Section 8C refers to the period after coming to China and to the Admission Letter. Section 9 refers to the period of study in China.

Section 8C says: "Scholarship recipients shall not change their host university, field of study, or duration of study stipulated on the Admission Letter after their coming to China."

Section 9 says: "Scholarship students are not allowed, in principle, to change their academic programs, host universities or the length of schooling during their study in China." It then says: "Those who need to change for special reasons are required to apply to CSC via their host universities." Finally, section 9 says: "The change can happen only after the approval from both CSC and the ACYLS Joint Committee based in Jakarta." Section 9 does not define "special reasons."

Questions people ask

Can CSC change the university or field I chose?

Section 8A says CSC "reserves the right to make necessary adjustments/changes to the candidate's preferred university and field of study," based on the factors listed in that section.

Can I change my university after I arrive in China?

Section 8C says recipients "shall not change" their host university, field of study or duration of study stipulated on the Admission Letter after coming to China. Section 9 separately says that changes are, "in principle," not allowed during study in China. For special reasons, section 9 requires an application to CSC through the host university, and a change can happen only after approval from CSC and the ACYLS Joint Committee in Jakarta.

Planning suggestion, not a rule: keep your CGSIS contact information current, since section 8 asks applicants to provide accurate and valid details for it.
